E-MuniS

Electronic Municipal Information Services -

Best Practice Transfer and Improvement Project

 

The E-MuniS ultimate goal is to provide opportunities for user-friendly implementation of the information technologies achievements in municipal administration working processes and services to citizens. The objective of the project is to adapt and transfer the best practices of EU municipalities through pilot development and implementation of IT applications in administrative work and provision of services to citizens, thus facilitating the work of the municipal employees and making the life of the citizens easier. The project is realized with the financial support of the IST Programme of the European Union under Contract No. IST-2001-33037. Its results will be disseminated firstly to the project municipalities and following the dissemination strategy - to about 50 other municipalities from EU and the Balkan region, thus integrating the latter to the EU Community municipal network.  

Implemented within the framework of the IST programme, the project tends to be a strong contribution to the RTD cooperation between the EU and the Southeast Europe countries from the Balkan region.

In compliance with the specifics of the priorities VIII.1.6-VIII-1.5 of the EU IST Programme, the project Consortium involves as participants couples of local municipality-IT company partnerships (end-users and technology providers) from EU countries (Germany, Spain, Italy, Greece) and from South East European countries (Bulgaria, Former Yugoslav Republic of Macedonia, Croatia). The project partners are:

The E-MuniS tends to act as a driver for cooperation between public administrations of a number of cities in different countries, to contribute to public-private partnership development between the local administration and the IT industry, and to establish links and joint activities between IT companies from SEE and EU.

 

 

E-MuniS project contributes to improving of the quality of life by:

·         Better and more accessible services provided by local administrations, following the identification of the citizens' needs.

·         Improving the working conditions of the municipal administration employees by reducing the time and efforts needed for information processing.

·         Creation of new IT based jobs related to the latest achievements of the information technology usage in the municipal administration processes.

·        Improving citizen's participation in all levels of local government life through a facilitated participation and interaction between citizens and local government.

Achievements:

·         Increasing the effectiveness and efficiency of the work of the municipal administrations reducing the time needed for document processing by 15%-20% and the time needed for providing services to citizens by up to 70%;

·         Improving the quality and reduce the time for obtaining services from citizens by 7 to 10 times;

·         Achieving up to 90% transparency of the local government information to citizens.

·         Facilitating the business communications and cooperation among the municipalities, local companies, NGOs and citizens from the cities involved in the project.

·         Establishing a better business environment for SEE and EU companies in the project cities through improved information infrastructure and services.

 

The direct beneficiaries from the project development are the municipalities in SEE and EU included in the project and those to whom the outcomes will be disseminated. The indirect beneficiaries are the European citizens and businesses. 

 

Improving the local administrations of the SEE countries is of great importance to the countries of the region as it will be a contribution to further development of the democratic systems at regional and local level. This will be also beneficial for the EU as the SEE countries are in process of European integration and in the nearest future the EU citizens and companies going to SEE will relay on types and quality of services familiar to them.
